Located at 44°37′47″ N—45°18′08″ N, 123°21′16″ E —124°22′50″ E, Qian’an county lies inthe hinterland of Songnen Plain (the west of Songyuan city, northwest of Jilin province) and the south river confluence of Songhua River andNen River, which belongs to the second and third river terrace and is famous for "Qian’an Plateau".
Qian’an county belongs to the temperate continental monsoon climate, with the annual average temperature of 4.6°C, sunshine duration2866.6 hours, average frost-free period 145 days, annual average rainfall 420.6 mm. It is an ideal place to develop the animal husbandry of cattle, sheep, deer, rabbits, etc., with 1.15 million munatural grassland in total and 4.29 muper capita. At present, there are 11 wind farms and the effective wind energy storage capacity in Qian'an county reaches 692 billion KWH. At present, CLP, Jilin Mingmen, Guohua, China Huadian and other wind power enterprises have settled in Qian'an.
After the fully further negotiation of both sides, they finally came to an agreement on some projects, such as, the development of wind power generation, photovoltaic power generation as well as scientific and modernized agricultural farming in Qian’an, and signed a framework agreement,after that, Beijing Huatai Zhonghao Investment Group conducted the feasibility study at an early stage of the project.
